The Liveability Challenge is a global initiative that hunts for and accelerates the adoption of innovative solutions to urban challenges of the 21st century in cities in the tropics. It crowd-sources the world for the best sustainability solutions and provides both the monetary and ecosystem support needed to take these ideas from laboratory to market.
Established in 2018, TLC has grown to become Asia’s largest sustainability solutions platform with a global reach and a reputation for helping companies — whose innovations are disrupting industries to create significant positive impact for society and planet — achieve success.
Hot on the heels of three successful editions of The Liveability Challenge, Temasek Foundation and Eco-Business will once again deliver a highly anticipated initiative in 2021 to accelerate urban transformation and deliver measurable impact. TLC accepts solutions that have proof of concept and are at Technology Readiness Level 6 and above.

CEO and Co-Founder, TurtleTree Labs
As our CEO, Fengru leads the overall TurtleTree Labs team. What started as a passion to make cheese turned into a hunt for good quality milk in Asia. When her sourcing attempts failed, Fengru was prompted to dive into the idea of creating milk herself. With this, Fengru boldly founded TurtleTree Labs to create milk through cell-based methods. Fengru has 8 years of corporate sales experience working with global conglomerates such as Google and Salesforce. Her deep knowledge of the Asian market had led her to drive a USD$13M business in Google.
Chief Strategist and Co-Founder, TurtleTree Labs
As our Chief Strategist, Max’s focus is on leading the TurtleTree Labs Team to transform the global milk industry. Max has more than 15 years of experience helping businesses scale with technology. He was the CEO of a Silicon Valley tech company and firmly believes that technology can solve the world's biggest problems. Max formulates TurtleTree Labs' business strategies and shapes the company's direction to accelerate growth to the next level.
VP Venture Build, ENGIE Factory Asia-Pacific
Marie is passionate about accelerating low carbon, net zero and carbon negative solutions through scaling startups and building sustainable, value-driven ventures based on emerging technology.
Marie leads ENGIE Factory’s venture build program, which recruits and invests in founders to build ventures in energy efficiency, green mobility, smart cities and renewable energy. Prior to joining ENGIE, Marie was the General Manager of an enterprise startup in B2B sales and marketing. She has also worked in digital & innovation and management consulting covering industries such as power and utilities, financial services, construction and the public sector.
Co-founder and Managing Partner, Amasia
John’s career has taken him across a diverse range of operating and investing environments from early stage startups to fortune 500 companies. For the last decade before founding cross border venture capital firm Amasia, John focused in finance, serving as Senior Vice President at Mercuria Energy Group, Executive Director at Goldman Sachs and Portfolio Manager at Korean National Investments. While in these roles he managed trading and investment strategies across a diverse set of asset classes and including commodities, public and private equity, fixed income and derivatives.
John started his career as an entrepreneur, founding music internet and e-consulting businesses before joining Merck & Co as a System Specialist. He left Merck to start his third company, a Delaware incorporated rock band called The Ally. John toured across America and recorded with top artists most notably receiving a platinum record for his album contribution with Grammy award winner Brandy. He is a Term Member at the Council on Foreign Relations, a Kauffman Fellow and a Member of the Young Leaders Circle at the Milken Institute.
John serves on various corporate and non-profit boards including those of Dialpad Communications, Kairos Society Asean and the Choson Exchange, a non-profit focused on teaching female entrepreneurs in North Korea. He has appeared on or contributed to the BBC, Channel News Asia and CNN. John attended the University of Pennsylvania, where he received a Bachelor of Science in Economics from the Wharton School and a Bachelor of Applied Science from the School of Engineering.
Chief Strategy Officer, New Energy Nexus
Hendrik is the Chief Strategy Officer at New Energy Nexus, an international organization that supports clean energy entrepreneurs with funds, accelerators and networks. Started in California, Nexus has programs in India, China, East Africa and South East Asia. Hendrik has spearheaded the international expansion of New Energy Nexus and its transformation into a global organization.
Founder and Managing Director, Eco-Business
Jessica is the Founder and Managing Director of Eco-Business, an award-winning journalist, TV presenter, director, producer, and a social entrepreneur. She has more than a decade of experience in media, journalism and sustainable development and is a columnist for print and digital publications such as The Straits Times and TODAY.
She is an independent and non-executive director of Singapore-listed ComfortDelGro, one of the world's largest land transport companies, and sits on the nomination and investment committees.
She serves as Strategic Advisor to Blue Planet Environmental Solutions, and is founding Director for Embodhi (Singapore), a non-profit for women empowerment in Asia. She is also an associate member of the Singapore Institute of Directors, and currently chairs the Climate Action SG Alliance – an initiative supported by the Ministry of Environment and Water Resources to advocate climate action and raise public awareness on climate issues.
A Singapore Press Holdings scholar, she has won many journalism awards. In March 2018, she was announced the winner of the Women of the Future Southeast Asia Awards for the media and communications category. She was also named as one of LinkedIn's Power Profiles for Singapore for 2018.
Advisor, Smart Cities and Digitalisation, UNDP Global Centre for Technology, Innovation, and Sustainable Development
Calum is an Advisor at the UNDP Global Centre for Technology, Innovation, and Sustainable Development. He has led innovation, digitalisation, and smart cities programmes across the UK, Sub-Saharan Africa, and APAC. Calum has also worked on advising and scaling tech-driven enterprises, including startups focusing on secure networks and connectivity, digital identity, and safety and security. Calum has drafted and led legislation, policy, and strategy to rollout smart cities; delivered connectivity programmes (3G, 4G, and 5G pilots) and explored Internet-of-Things-related projects.
He has also led the development of service delivery initiatives such as chatbots, digital identity projects, and digital inclusion programmes. He has worked in local and national government, strategy consulting, and international development. Calum is also Co-Chair of the Digital Infrastructure Taskforce, part of the World Economic Forum’s G20 Working Group on Smart Cities, and a Panel Member of the Mayor of London's Infrastructure Advisory Panel. He has a BA (Hons) in Politics, an MSc in Development Studies, an MSc in Epidemiology, and is working on a PhD in Behavioural Science.
Chief Executive, Temasek Foundation Ecosperity
Mr Lim Hock Chuan is the Chief Executive of Temasek Foundation Ecosperity, which was founded in October 2016. Under his leadership, the Foundation has established itself as a key player in the liveability and sustainability space in Singapore and beyond, fulfilling the often unmet need to help innovators bring their ideas from laboratories to the marketplace. The Foundation conducts two open grant calls every year as well as presents The Liveability Challenge from 2018. It has thus far provided funding support to 18 projects that provide innovative solutions addressing problem areas in liveability and sustainability.
He was a respected senior leader in the public sector. He has extensive experience in various areas of public administration including security, media, finance, human resource management, international negotiation and healthcare. In recognition for his contribution to the civil service, he was awarded the Public Administration Medal (Gold) by the President of Singapore.
Prior to joining Temasek in 2016, he was the Chief Executive Officer of St Luke’s Hospital and St Luke’s Eldercare (2013-2016), the Deputy Secretary in the Ministry of Finance (2009-2013) and the Deputy Secretary of Ministry of Home Affairs (2004-2009).
He holds a First Class Honours degree in Engineering from the University of Auckland in New Zealand, a Master of Engineering degree from the National University of Singapore, and a Master of Public Administration from Harvard University. He is married with four children.
