Mr. Arnold Grant S. Belver is a licensed Environmental Planner, and a licensed Agriculturist. Currently he holds a Development Management Officer position and acts as Deputy Chief of the Policy Research and Development Division of the Climate Change Commission (CCC).

Since he started his career in the Government in 2009, he has led various policy development initiatives of the Commission. He is one of the lead authors of the recently completed National Adaptation Plan (NAP) of the Philippines, and the alternate focal for the development of the Nationally Determined Contribution Implementation Plan (NDCIP). He is also part of the Philippine delegation Secretariat that represents the country in the international climate negotiations in the United Nations Framework Convention on Climate Change (UNFCCC).

Mr. Belver earned his Bachelor’s degree at the University of the Philippines Los Baños. He pursued further studies and successfully finished a Master’s Degree in Public Management from the Ateneo de Manila University in 2016.
